A primary-source-linked reconstruction of California physician DUI, alcohol-related driving, drug-driving and wet-reckless disciplinary matters. Historical reconciliation remains active; completeness is stated only for periods that have undergone a bounded register-to-alert-to-document audit.

Every total on this page is computed from the canonical matter layer. The two provenance layers remain inspectable underneath, and no source observation is counted twice because a second researcher found it independently.

Completeness status

Completeness is a separate dimension from verification, and it is asserted period by period — never for 2011–2026 as a whole. A period is marked bounded-complete only after the entire applicable Medical Board register or publication interval has been reviewed for driving-related language, candidate matters have been reconciled against Board alerts, and the necessary underlying documents have been checked. “Partial / strong” never becomes “complete” by accumulation of records alone.

One bounded-complete period exists today: January–March 2025. Everything else is partial by the standard above. Unresolved historical candidates are recorded in the evidence-gap register rather than silently dropped or silently counted — seven at present, named with the reason each failed verification, against 210 reconciled matters.

What changed in V2.1

Counting correction

V2 reported 221 source observations as 221 dispositions. That double-counted 22 matters found independently in both provenance layers. V2.1 introduces a canonical matter layer; every public aggregate is now computed from unique matters, and the source observations remain inspectable underneath.

Per-se blood-alcohol offenses printed as “BAC per se” or “BAC 0.08% or greater” without the word “driving” were not originally flagged DUI-primary. 33 matters were reclassified: DUI-primary matters 107 → 140; DUI-primary physician matters 96 → 128. No other field changed.

What “stayed revocation” means

The order contains a revocation, but its operative effect is stayed while the physician continues to practice subject to the stated probationary terms. It is not the end of the license unless the stay later ceases to protect it. 107 of the 115 revocation-type matters in the full dataset are stayed; 8 are outright. Both appear as “revocation” in casual summary. They are kept separate everywhere on this page.

Outcome distributions, each with its denominator

Three universes, stated separately so no number has to be reverse-engineered. The DUI universe is defined explicitly: a matter is DUI-primary only where the Board publication expressly identifies driving under the influence, a blood alcohol concentration at or above the statutory threshold, wet reckless or alcohol-related reckless driving, drug-impaired driving, an equivalent out-of-state driving offense, or a directly identified DUI arrest. Generic “drugs and/or alcohol” language is not classified as DUI. A per-se blood-alcohol offense (VC 23152(b), printed by some sources as “BAC per se”) is a driving offense and is classified as DUI.

The Observatory codebook originally stated that a record is created only once a concluding document exists and has been read. This page publishes register-derived observations with zero completed decision reads. Those two statements could not both stand, so the codebook has been revised to permit a register-derived observational layer while reserving findings about mitigation, aggravation, findings of fact, credibility, procedural route, ALJ or Board reasoning, causal explanation, and charged-versus-sustained counts for decision-verified matters.

The Board’s document server rejects automated retrieval, so decision reading requires a human browser session. That is stated rather than worked around.

Why the historical record needs preserving

A fifteen-year reconstruction cannot rely on a present-day search interface. The Medical Board removes public letters of reprimand from its website after the ten-year posting period and citations after three years, while historical enforcement documents remain obtainable from the Board on request. The Board itself cautions that its online enforcement-document search should not be the sole means of establishing whether a physician has ever had action taken.

That has a direct consequence for this dataset: the earliest years are systematically under-represented in any search performed today, and public letters — the lightest end of the spectrum — are exactly the category that disappears first. Preserved Board newsletters, previously distributed Board notifications and recovered direct-document links are therefore part of the evidence, not a convenience.
