Living dossiers
A dossier is not an article about a subject. It is the whole subject assembled: what is currently true, what the law provides, where the gap is, what KPSGILL proposes, what litigation exists, which bills are moving, and every page this site has published on it — with the page list derived from the topic entity rather than maintained by hand.

Object counts are rendered from each topic entity’s appearsIn list in the entity registry, not typed. A page tagged to a topic changes the count here and appears inside the dossier without either being edited.
Registered topics without a dossier
Every registered topic that can carry a dossier now has one. One remains, and its state is PARTIAL for a reason rather than a backlog: it is covered by a standing hub rather than a dossier, because the hub is the better instrument for a subject readers arrive at with a procedural question rather than a policy one.
