A bill number is not an identifier. SB 942 in one session and SB 942 in another are different statutes, and a tracker keyed on the number alone will eventually attach one bill’s history to another. What changed
The bill was read a second time and ordered to Senate third reading on 24 August, after the Appropriations committee reported it out of the suspense file as amended on 13 August.
What did not change
It is not enrolled, not passed and not law. Nothing in it binds a health facility today. The inventory duty it would create is dated 1 July 2027 and depends entirely on enactment.
Why it matters
Two conflicting accounts of 28 August floor activity have reached this desk — one of a refused passage vote followed by reconsideration, one of a further amendment the same day. Neither has been located in an official chamber history read here, so neither is published, in either direction.

The general rule this illustrates: an observed, sourced action outranks a calendar expectation. Because 21 August was the ordinary last day for floor amendments, a system that trusted its calendar would reject a later amendment as impossible — and a system that trusted a single report would publish one as fact. Neither is acceptable. The calendar generates the expectation; only the chamber’s own history resolves it.
