28 August — third reading; passage refused 18–10; reconsideration granted 40–0; amended; ordered to second reading. 30 August — read second time; ordered to third reading. 31 August — read third time and passed the Senate 21–10; ordered to the Assembly; the Assembly took it without reference to file and concurred in the Senate amendments 51–16.

Current state

Legislative passage complete. Enrollment and presentment are the next recorded states and neither is established here. The bill is not law, is not operative, and the tool-inventory duty it would create is dated 1 July 2027 and depends entirely on enactment.

Why this bill is the case study

A publication that stored these facts as sentences on pages was wrong three times in four days. A publication that stores one versioned lifecycle object and derives every surface from it was wrong once per transition and corrected everywhere at once. The failed vote, the reconsideration, the amendment, the passage and the concurrence are five separate recorded actions — and only the fifth one completes passage.

What still needs reading

The 28 August Senate amendments have not been read in full. The amended text reaches clinical decision-support systems and health-care-worker use and override, in addition to the earlier inventory provisions. Analysis of those provisions is withheld until the enrolled text is read — the register says so rather than summarising a text nobody checked.
