Fresno False Claims Act case library

Live dossiers, settlement records and dated comparators from the Eastern District of California

Four case records — Terpening, Peters, Mukker and Goswami — and a dated collection of regional civil comparators and adjacent criminal matters, each with its court, docket, Fresno connection, status label and latest verified event.

  • Live dossiers 2
  • Settlement records 2
  • Regional comparators 9
  • Criminal (separate) 2

What this library is for

Each record connects an entity to an act, the act to a claim, the claim to a governing payment rule, and the asserted violation to the state of the evidence — and then says what the record does not yet show. A procedural order is not proof of an allegation; a settlement is not a finding unless its terms say so; a criminal conviction is not a civil judgment. The status label on each record names the stage the matter has actually reached.

Proved

Stated by the operative instrument itself: a signed order, an executed agreement, a statute, an official opinion.

Documented

An identifiable public source that is not the operative instrument: a DOJ announcement, a docket summary, a reproduced text.

Attributed

Reported by a party or index and confined to what the reporter says; the underlying document was not obtained.

Inference

KPSGILL analysis from timing, structure or omission — labeled, never promoted to fact.

Open

A question the retrieved record does not answer; the document that would answer it is named.

"Latest verified event" is the latest document actually read, not a certification that no later docket entry exists. Selected published orders are not a complete docket.

How each record is built

  1. Court and division stated exactly — a Sacramento-division case is not relabeled a Fresno case.
  2. Entities named by their full legal names, kept distinct even where initials overlap.
  3. The payment mechanism identified: claim, cost report, reconciliation, invoice, or repayment obligation.
  4. Every amount labeled: principal, restitution within it, interest, relator's share out of it, separate fees.
  5. Admissions, accepted facts and denials quoted as the agreement states them.
  6. Future dates attributed to the order that set them, "subject to later orders."

The governing law is in The False Claims Act in healthcare; the broader Fresno history in The Fresno Files; whistleblower retaliation in Whistleblowing and retaliation.
