What this establishes

• The package includes SB 1119 (Padilla, Wicks, Bauer-Kahan), “Adam’s Law,” which the Governor describes as requiring companion-chatbot crisis protocols for suicidal ideation, parental controls, notification when a child disables safety settings, independent child-safety audits and annual risk assessments.
• Also signed: AB 1709, AB 2, AB 1856, AB 1946, AB 2246, AB 1159 (including pupil data in AI systems), AB 2071, AB 302, SB 1276, SB 1128, AB 2298 and SB 867 (toys with companion chatbots).
• The Governor describes a prohibition on addictive feed features for users under 16.

What this does not establish

• That SB 903 (AI and the practice of therapy) was signed; it was not part of this package.
• Clinical-practice obligations for licensed clinicians.

Why it matters

A statutory suicide-crisis protocol now applies to a non-clinical AI product. That sits directly beside the question SB 903 asks about when software begins performing a regulated mental-health function.
