What this establishes

The Governor announced on 9 September 2026 that he signed SB 813 (McNerney), establishing a framework for independent verification organizations that can assess AI systems and models for compliance with state law.
He also signed AB 1405 (Bauer-Kahan), creating a state registry for AI auditors and standards for their independence, transparency and integrity.

What this does not establish

A healthcare-specific clinical standard. SB 813 is a general AI-governance measure tracked here as comparative background for clinical AI assurance.
