Clinical experience relevant to review work
Community primary care
Practice in California's Central Valley since 2010, now in community safety-net primary care: adult primary care, preventive care, chronic-disease management, behavioral-health screening, and coordination of care for patients with several conditions, many of whom depend on referrals, outside results and medication access that the clinic does not control.
Correctional medicine
Several years as a staff physician in county jail medical care: intake and sick-call medicine, chronic-disease and medication continuity for patients arriving with incomplete records, care of seriously ill patients housed in a jail medical unit, and decisions to escalate to hospital care.
Clinical documentation in a modern EHR
Daily clinical documentation in an enterprise electronic health record, including reviewing, correcting and signing AI-drafted notes produced from ambient recording, and managing results, messages, referrals and medication lists inside the same system.
These are the settings from which his opinions are drawn. A question that arises in a different setting — an emergency department, an operating room, an inpatient psychiatric unit, a nursing workflow — is identified as such and referred or complemented by the appropriate discipline.
Publications and research
Dr. Gill is the author and editor of KPSGill.com, an independent professional publication. Work relevant to review assignments includes:
- Who Owns the Decision? — a long-form investigation of clinical decision ownership and accountability as AI enters healthcare.
- The Healthcare AI dossier — a continuing record of AI governance, regulation and clinical use.
- The Medical Discipline Observatory — original research reconstructing Medical Board of California disciplinary matters from primary sources, with a published codebook.
- Educational articles in this section on medical record review, and the site's patient education and health policy libraries.
These are website publications, not peer-reviewed journal articles, and they do not substitute for clinical experience in a specialty or technical discipline. The site also publishes research and commentary on healthcare organizations, including correctional healthcare organizations in California. A complete publication register, separated by type, is provided to retaining counsel at the outset so that relevant writing can be assessed for any bearing on a particular matter.
How qualifications are matched to a question
California asks whether a witness has special knowledge, skill, experience, training or education sufficient to qualify as an expert on the subject of the testimony (Evidence Code §720), and its courts decide qualification case by case rather than by a rigid same-specialty rule (Brown v. Colm). Federal courts ask whether the proponent has shown, more likely than not, that the testimony rests on sufficient facts and a reliable method reliably applied (Federal Rule of Evidence 702). Other states impose their own requirements, some tied to specialty or certification.
For that reason, a statement of qualifications is prepared for each engagement. It addresses the setting, the clinical role at issue, the period of the events, the relevant parts of Dr. Gill's training and practice, his publications, and any applicable consulting or testimony history. Where the honest answer is that a different expert is better placed, the statement says so.
For counsel
A current CV, a publication register and a role-separated statement of any prior consulting and testimony are provided after conflict screening. Please identify the forum early: qualification requirements differ between California, federal court and other states.

Questions counsel often ask
Is Dr. Gill in active clinical practice?
Yes. He practices community primary care in California and has practiced in California's Central Valley since 2010. Active practice matters because professional guidance, including the AMA's opinion on medical testimony and the AAFP's expert-witness policy, ties expert work to recent, substantive clinical experience in the field at issue.
Where can certification history be verified?
Certification history, with exact dates and the current status of each credential, is in the CV provided to retaining counsel. No specialty-board certification is claimed on this site. Licensure can be confirmed through the Medical Board of California's public license lookup. Where a forum's rules make certification relevant to qualification, the engagement-specific statement of qualifications addresses it directly.
Does Dr. Gill have prior testimony experience?
This site does not advertise testimony experience. Any prior consulting or testimony, separated by role (consulting reviewer, retained testifying expert, treating physician, fact witness), is disclosed in writing to retaining counsel as the applicable rules require.
Are the articles on KPSGill.com peer-reviewed?
No. Articles on this website are independent analysis published by Dr. Gill. They show how he reasons about clinical records and healthcare systems, but they are not peer-reviewed journal publications and are not offered as such. A publication register separated by type is provided to retaining counsel.
Have a matter that may fit?
Send a short, non-clinical inquiry naming the parties, forum, dates and question. Conflicts are screened before any records are sent, and every party is offered the same method and terms.
This page describes professional consulting services for attorneys and healthcare organizations. It is not legal advice or medical advice. An inquiry does not create an engagement, an attorney–client relationship or a physician–patient relationship. Opinions are formed only after review of the evidence and may support, limit or contradict the position of the party that requests them. Fees are never contingent on the content of an opinion or the outcome of a matter.
