Why it matters

Four days earlier this bill had a refused passage vote. The sequence — refused 18–10, reconsideration granted 40–0, amendment, Senate passage, Assembly concurrence — is five separate recorded actions, and only the fifth completes passage. Any publication storing these facts as sentences on pages was wrong three times in four days; one storing a single versioned lifecycle object was wrong once per transition and corrected everywhere at once. That is the case for the architecture, not an abstraction about it.

The open question

Passed Senate and passed Legislature are not synonyms when a bill is amended after the first house acts. How many published trackers distinguish them — and how would a reader know if one did not?
