What changed

FDA opened a process to build a "holistic, fit-for-purpose framework" for rare-disease drug development and review. It made six commitments, among them:

  • clearer, more predictable decisions;
  • patient input at defined milestones;
  • risk-based chemistry, manufacturing and controls review and inspections;
  • novel statistical methods.

Possible outputs named by FDA: new or revised guidance, regulatory revisions, training and organizational change.

Naming note

This is not the separate CDER/CBER Rare Disease Evidence Principles (RDEP) process, which FDA describes as "a proposed process to facilitate the approval of drugs to treat rare diseases".

Next decision points

  • Public meeting October 28, 2026, 1:00–5:00 p.m. ET, hybrid (FDA White Oak and Zoom; Reagan-Udall Foundation).
  • Comments due December 11, 2026.
