Why it matters
Research activity and product availability are different facts, and collapsing them is the most common error in outbreak reporting. The outbreak state map therefore carries outbreak state, PHEIC state, licensed countermeasure, off-label research use, vaccine trials, therapeutic trials and the WHO recommendation as seven separate dimensions, so a reader can never infer a product from a protocol.
