What this establishes

  • The report identifies fragmented datasets, biased datasets, governance gaps, unclear accountability and AI-literacy deficits as persistent barriers.
  • It also addresses validation, workforce capacity, patient and community participation, transparency and equity.
  • Its central proposition is that governance readiness, rather than speed of deployment, should be the measure of responsible AI progress.

What this does not establish

  • Any obligation on a health system, developer or clinician.
  • A certification scheme or conformity requirement.
  • A formal WHO position: WHO/Europe states the perspectives do not necessarily represent WHO’s formal position.
  • That any named product or jurisdiction is compliant or non-compliant.

Why it matters

This is the strongest independent evidence base yet for a proposition KPSGILL has been building toward from the California record: the binding constraint on clinical AI is institutional, not technical. The report is used here as comparative evidence under the KPSGILL AI Governance Readiness Framework, not as authority for any legal duty.

The open question

If governance readiness is the right measure, what is the minimum readiness a hospital must demonstrate before deploying a clinical AI system — and which body should be entitled to ask?
