What the record establishes
On 31 August the Senate read AB 2575 a third time and passed it, AYES 21 NOES 10, on the text as amended 28 August, and ordered it to the Assembly. Because the Assembly passed the bill before those amendments, the Assembly must concur for passage to complete. Three days earlier the same chamber had refused passage 18–10 and then granted reconsideration 40–0.
What it does not establish
It does not establish that the Legislature passed AB 2575, that the bill is enrolled, or that any facility obligation exists. It also does not establish what the bill now requires: the operative text is the 28 August amended version, whose clinical-decision-support and clinician-override provisions this desk has not yet read.
Legal effect. None. One chamber’s passage of an amended bill does not complete legislative passage.
