What did not change

• Eight tracked health bills — SB 503, SB 1023, SB 942, AB 2575, AB 1199, SB 903, AB 1979, AB 539 — are not law. For a bill passed before 1 September of the second year of the biennium and in the Governor’s possession on or after 1 September, the Governor has until 30 September to act; a bill not returned by then becomes a statute without signature (Cal. Const. art. IV, § 10(b)(2)).
• The Medical Board of California’s 19–21 August outcomes were not yet published on the Board’s record located on 15 September.
• The CY 2027 Physician Fee Schedule remains a proposed rule; comments closed 14 September.
• DEA’s temporary telemedicine prescribing flexibilities still end 31 December 2026 unless replaced.
• CMS’s ACCESS model has been operating since July 2026; it did not launch this week. No 2027 HPSA bonus file was located.
• The childhood immunization schedule remains under the March 2026 federal court stay pending the First Circuit (argument reported for 6 October).
