Investigation · updated 27 October 2026, evening · negative toxicology announced
Police announced on 27 October that Naindeep Singh’s toxicology was negative and apologized. What every driver should know about roadside tests, drug-recognition evidence and the law from the stop to a verdict, the history of 0.08, and the records that would answer questions about profiling and timing.
The author has publicly supported Singh; the article discloses this and makes no finding of innocence, guilt or police motive. Read the investigation

Twenty-five years of federal health-care enforcement show investigators tracing the arrangement behind the claim: who paid, who referred, who controlled the decision. The investigation follows that chain from the October 2026 Los Angeles charges to a Fresno case that is still unresolved.

WHO reported 7,890 confirmed Bundibugyo Ebola cases and 3,799 deaths in the Democratic Republic of the Congo as of September 23, 2026. ECDC reported 8,116 cases and 3,924 deaths with data to September 27, across 63 of 167 health zones.
Who holds authority when administration reaches a physician-reserved decision?
A documentary investigation in 100 articles and a working dossier on a longstanding California correctional-health contractor operating within the Wellpath management structure examined here — built from county contracts, court filings, bankruptcy records and government enforcement. Each claim carries its evidence grade.
Fresno Amendment XIII · four documented roles, not a hierarchy
Contract counterparty
CFMG — the named party to the County agreement
County-described program role
Wellpath — described by the County as providing and coordinating the CalAIM Justice-Involved services
Billing audit / QA vendor
Medusind, Inc. — Wellpath’s subcontracted billing vendor for claims audit and quality assurance
Reimbursement recipient
Fresno County — receives the Medi-Cal reimbursement for the prerelease services
These documented roles do not by themselves establish ownership, common employment, alter ego, or control of physician-reserved clinical judgment. Source: Fresno County File 26-0855, full text.
DHCS is training coverage organisations on more frequent renewals and how beneficiaries can keep coverage as federal eligibility changes move toward implementation.
Twenty-eight federally funded health centres will expand dental care tailored to children with autism, Down syndrome, cerebral palsy and intellectual disabilities.
KPSGill investigates the institutions, contracts, regulators, corporations and policies that determine how healthcare actually operates.
State changes, not headlines
An item appears when an authoritative record changes — a vote, an order, a filing, a rule — with the primary source attached.
Allegation is not finding
A complaint is not a judgment, a settlement is not an admission, an amicus brief is not a holding. Every entry says which it is.
Every desk dates itself
Each section carries its own verification date. The edition date is not a claim that everything was re-checked on that date.

Federal · Rule change
FDA replaces “animal tests” with “nonclinical tests” and opens a database of new approach methodologies
The terminology change is not a prohibition on animal research and does not lower an evidentiary standard. It widens what may be offered as nonclinical evidence — human-cell systems, organ-on-chip models, computational approaches — where scientifically justified. What a sponsor must still demonstrate is unchanged.
A statewide emergency framework for El Niño-related severe weather — flooding, landslides, infrastructure disruption. The significance is preparedness: state agencies and local systems now have a formal basis for accelerated coordination.
Data-centre package signed: electricity, water, land use
AB 1577, AB 2383, AB 2469, AB 2619, SB 886, SB 887 and SB 1168 address utility load, water, land-use decisions and local disclosure. An AI-infrastructure question arriving as ordinary utility and land-use policy.
Crown Medical Solutions and its owners. The resolved claims are allegations; there has been no determination of liability. KPSGill records settlements separately from adjudicated findings.
State changes, not headlines — each with the date the change occurred and what it changed from.
Policy change
DOJ revises False Claims Act guidance
Revisions to the Justice Manual addressing the treatment of sub-regulatory guidance as a basis for obligation, and the circumstances in which dismissal of a qui tam action is considered after the government declines intervention. A policy development; its practical effect will emerge through subsequent litigation.
California’s framework for certifying independent verification organisations for AI, signed 9 September with AB 1405. The programme is voluntary: it does not require a developer or deployer to undergo an audit. This corrects a stale “Governor action pending” state carried on several KPSGill surfaces.
Medicaid GENEROUS reaches every jurisdiction at application
All 50 states, the District of Columbia and Puerto Rico applied; 41 signed participation agreements as of the agency’s 18 September update. The useful question is no longer who applied but how implementation differs.
A pharmacy settlement, criminal health-care-fraud matters, and Medicare audit findings reporting overpayments. Each retains its own procedural state — settlements, charges, convictions and audit findings are not merged into one label.
Data-through dates are stated separately from page-verification dates, because they are different facts.
Health systems
Nearly one in four doctors is over 55
Across the countries with age data available, with a larger share in high-income countries, alongside a projected global shortfall of about 11.1 million health workers by 2030. A replacement, training and retention problem rather than a current headcount.
The FDA nonclinical-terminology change is the week’s development most likely to reach practice indirectly, through what sponsors may offer as evidence. No clinical card is published from recollection. The Sanfilippo type A gene-therapy action is held until its approval letter and label are read at source — exact product, indication, population, and whether the approval is traditional or accelerated. What the El Niño proclamation means for households
A coordination framework, not a forecast. It affects how quickly agencies can move on flooding, landslides and infrastructure disruption.
