HCAI reports that the Office of Administrative Law approved OHCA’s amendments governing material-change transactions and pre-transaction review on October 2, 2026. The effective date is November 2, 2026.
Approval and operation are separate dates. A description of the rules should not say they were already operative on October 2. Applicability to a particular transaction requires the approved text and transaction-specific facts; this notice does not determine that any named company violated a requirement.
